I think it's inevitable because the States will want to keep China in check and the easiest way to do that is to arm Japan.

From a political point of view, Chico Harlan at The Washington Post points out the deal could have far-reaching impacts on Japan-U.S. cooperation. With the Lockheed purchase, Tokyo has wrangled an agreement allowing it to produce top secret F-35 components in Japan.

If Tokyo is going to produce top secret components we are just opening ourselves up to future blackmail by them to keep them from selling those parts, or even the production details, to their friends, our enemies. Once more our Federal Government has shot itself in the foot and our future is now less sure than it was! The guy that OKd this deal should get fired. We freely give away our security and then whine when it comes back to bite us in the butt. So now our National Defense is going offshore too. I wonder if the geniuses in Congress will give Japan Military aid like they do so many other countries and then forgive them their debts. Like they do other countries. Think Israel here.
